WHEREAS, section 2 of R.A 9520 otherwise known as the “Cooperative Code of the Philippines” provides that it is the declared policy of the state to foster the creation and growth of cooperatives as a practical vehicle for promoting self-reliance, and harnessing people power towards the attainment of economic development and social justice that toward this end, the government and all its branches, subdivisions, instrumentalities and agencies shall ensure the provision o technical guidance, financial assistance and other services to enable cooperatives to develop into viable and responsive economic enterprises and thereby bring about a strong cooperative movement that is free from any condition that might infringe upon their autonomy or organizational integrity as cooperatives; 

WHEREAS, The City Government ofTabuk City, as part of Government Instrumentalities, has to be more responsive and supportive of the programs and services of the cooperatives as viable instrument and practical vehicle of socio-economic and cultural development, as ·well as effective people empowerment of promoting social justice, fostering economic amelioration, encouraging livelihood enhancement, investment growth and local employment generation in the countryside;
