Creating the Committee on Anti-red tape (CART)

WHEREAS, pursuant to Section 5 of RA No. 11032, otherwise known as the “Ease of Doing Business and Efficient Government Service Delivery Act of 2018”, all offices and agencies which provide government services are mandated to regularly undertake cost compliance analysis, time and motion studies, undergo evaluation and improvement of their transaction systems and procedures and reengineer the same if deemed necessary to reduce bureaucratic red tape and processing time;

WHEREAS, Section 8 of the said law states that “The head of the office and agency shall be primarily responsible for the implementation of this Act and shall be held accountable to the public in rendering fast, efficient, convenient, and reliable service. All transactions and processes are deemed to have been made with permission and clearance from the highest authority having jurisdiction over the government office or agency concerned”;

WHEREAS, Memorandum Circular (MC) No. 2020- 07 was issued by the Anti-Red Tape Authority to provide all government agencies with pertinent information, instructions and guidelines in forming a Committee on Anti-Red Tape (CART) to comply with RA No. 11032 and its IRR;

WHEREAS, MC No. 2020- 07 mandates each office or agency to designate a CART to perform the functions in Section 6.2 of aforementioned MC, as well as other roles stated in RA No. 11032. The CART shall be an inter-office task force which requires no separate budget or the creation of new plantilla positions to facilitate its creation by the agency head.

WHEREAS, Item 6.1 and 6.2 of MC No. 2020- 07 identified the composition and defined the functions of the CART, respectively;

NOW, THEREFORE, I, DARWIN C. ESTRANERO, by virtue of the powers vested in me by law, do hereby order the following:

This order shall take effect immediately and shall be in full force and effect until otherwise revoked.
